Purpose of the Project
During recent inspections of the Standpipe it was identified that the interior lining and exterior coating require replacement. The rehabilitation of the Standpipe will extend the life of this component of our water infrastructure for another 30 years (approx.).Project Funding
In 2021, Council approved a capital project to rehabilitate the Standpipe. Mid-way through 2021, the government released the Investing in Canada Infrastructure Program (ICIP) grant application specific to water and wastewater projects. The Standpipe rehabilitation project was awarded to Dayson Industrial Services Inc. in the amount of $1,545,727.00.
Water Conservation Measures for the Duration of the Project
The Mount Forest Standpipe will be out of service beginning Wednesday May 17th, 2023 for rehabilitation work. Mount Forest water users are asked to conserve water and limit any unnecessary usage in an effort to reduce the demand on the water system during this time. Homes with even house numbers are permitted outdoor water usage on even calendar days and homes with odd house numbers are permitted outdoor water usage on odd calendar days, both between the hours of 6:00am and 9:00am and 7:00pm and 10:00pm. Background
During the winter and spring of 2022, staff have been working with Architects Tillman Ruth Robinson to develop an approved conceptual design. This resulted in three conceptual designs being presented at a public consultation meeting on March 23, 2022 – programming focused design, lane swim focused design and a hybrid design. As well, at the meeting a survey was distributed to the community to solicit additional feedback; the survey closed April 30, 2022. The Township received 121 surveys from the community which help staff and the fundraising committee better understand which design features were most important.
Scott Robinson of Architects Tillmann Ruth Robinson provided a presentation to the Recreation, Parks and Leisure Committee (February 8, 2022) on three concept designs for the new Mount Forest Outdoor Pool, that presentation can be viewed on the Township's YouTube Channel.

In the time since these initial conversations have happened regarding the conceptual designs shown above, the importance of managing the cost of this project and determining how this project will be funded has become a very important consideration on how to move forward with this project.
At present, the high-level estimated cost for this project is $5.5 million, which is significantly higher than the $3.5 million budget that was discussed when the master plan was developed in 2018. The conceptual design presented below was endorsed by Council on August 29, 2022. The next step in the process is to work with the Architect to pursue a more detailed schematic design for the project, which will allow for a more accurate cost estimate.
