Notice of Completion

The Township of Wellington North (Township) is undertaking a Schedule ‘B’ Municipal Class Environmental Assessment Study to establish a preferred alternative for the existing Arthur water system to address the need for water supply redundancy and additional water storage to support expected population growth. The existing water supply wells and towers in the Arthur municipal water system are shown on the map below. The Arthur Urban Boundary represents the Study Area.

Through consultation with Agencies, Members of the Public, and Indigenous Communities, the preferred alternative identified through this Municipal Class Environmental Assessment Study is the addition of a new well to supplement the existing municipal wells and the construction of a new water storage facility to supplement the existing Spheroid Tower and decommissioning of the existing Multi-Leg Tower.

This project was planned in accordance with the requirements of a Schedule ‘B’ undertaking of the Municipal Class Environmental Assessment (MCEA) process (October 2000, and as amended in 2007, 2011, 2015, 2023 and 2024), which is an approved process under the Ontario Environmental Assessment Act.

A Project File Report has been prepared to document the planning and decision-making process for this Municipal Class Environmental Assessment Study. A copy of the Project File Report is being placed on the public record for a 30-day review period from December 4, 2025 to January 25, 2026. The Project File Report is available for review on the Township’s website at: www.wellington-north.com/government/capital-projects, or you may contact one of the Project Team members listed below with any questions comments or concerns regarding this study, please contact one of the Project Team members below by January 25, 2026:

In addition, a request may be made to the Ministry of the Environment, Conservation and Parks (MECP) for an order requiring a higher level of study, or that conditions be imposed, only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Requests should include the requester contact information and full name.

Requests should specify what kind of order is being requested (additional conditions or a comprehensive environmental assessment), explain how an order may prevent, mitigate or remedy those potential adverse impacts, and any information to support the request.   The request should be sent in writing or by email to the Project Team members noted above and the following:
